dc.description.abstractWhile there is a considerable literature concerning policy entrepreneurship and institutional isomorphism, significantly less literature has emerged addressing the impact of context on policy and institutional entrepreneurship and of the interactions between various contexts and agency. In this article, we demonstrate that the actions of entrepreneurs in the public sector are most likely to generate policy and institutional changes when they are reinforced by complementarities arising from context-dependent, dynamic interactions among interdependent structures, institutions and agency-level enabling conditions.
