dc.description.abstract‘No legacy is so rich as honesty.’ (William Shakespeare) Today, individuals’ urge to shape their future collectively is greater than ever. Their quest for new ways of governance is leading to fundamental changes whereby individuals, private and public institutions try to har­monize their diverse interests through complicated interactive decision making processes. While the relationship between citizens and public administration is being restructured in today’s world, the concept of “gov­ernance” is also going through a transformation. The new “governance” concept entails a mutual interaction between the government and the citizens.
