This concept has a long history, with roots in Roman law and its diversified influence on modern legal systems. In this article, we explore the evolution of negotiorum gestio from its origins in Roman law to its current manifestation in modern civil codes while providing an examination of how the concept has been defined, understood, and applied within Roman law over time as well as of its long journey through out ius commune to the modern codification era. Being a strictly Roman law institution, the prevalent incorporation of negotiorum gestio into the codes of the ‘civil law’ jurisdiction as well as its designation as one of the sources for non-contractual obligations under the harmonized rules of ‘EU Rome II Regulation’ calls for a close-in analysis of this originally Roman concept which will shed light on the degrees of the evolution, transformation and reception it had experienced while helping to make sense of its current state in modern civil law. © 2023 Authors. An analytical literature review(F1000 Research Ltd, 2023) 0000-0002-9974-5074; Gulmez, Seckin Baris; Topal, Alp Eren; Department of International Relations; Rumelili, Bahar; Faculty Member; College of Administrative Sciences and Economics; 51356This research aims to offer a valid answer to the question of how Turks and Europeans perceived each other in cultural and identity terms throughout history. With this purpose, it makes a thorough analytical review of the extant scholarly literature on identity relations between Turkey and Europe. There is an evident lack of scholarly attention on the evolution of mutual representations comparatively in the long durée. Most scholarly works focus on specific periods of time and investigate either how Turks view Europe or visa-versa. This systematic review provides the basis for an evolutionary analysis of mutual identity representations between Turkey and Europe over more than a two-hundred-year period. The period under focus starts with the French Revolution (1789) triggering intensive identity debates between Ottomans and Europeans and lasts until mid-2010s when bilateral relations between Turkey and the European Union went into disarray. This long period has been divided into four shorter periods each starting and ending with a remarkable event in world politics or bilateral relations. The study examines each period in relation to four focal issues, namely, nationalism, civilization, status in international society, and state-citizen relations generating intensive identity discussions in both Turkey and Europe. The article first presents the key findings of the relevant literature on European representations of Turkey and on Turkish representations of Europe in the four historical periods. Then it scrutinizes the extant literature on each period with respect to the four focal issues. Overall, the study, through a comprehensive literature review, demonstrates the ways in which mutual identity representations in Turkey and Europe have been contested over a two-hundred-year period. However, the reliability of the technology is limited mainly due to wireless communication channel characteristics. Therefore, investigation of V2X reliability aspects is crucial to utilize the technology efficiently. In this paper, we provide simulation and measurement-based reliability analysis of Cellular Vehicle-to-Everything (C-V2X) Mode 4 technology for various message sizes and Modulation and Coding Schemes (MCS) selections. We demonstrate that the Packet Delivery Ratio (PDR), a key communication performance metric, heavily depends on message size and selected MCS.Item Metadata only Techniques of finitude: on the pastoral matrix of economic care(Sage Publications Ltd, 2023) Department of Philosophy; Rossi, Andrea; Teaching Faculty; College of Social Sciences and HumanitiesBuilding and expanding on Foucault’s work, this essay interprets pastoral power as a turning point within the long-term history of the care of the self. Through an analysis of early Christian monasticism, it claims that the pastorate emerged out of a re-conceptualization of ancient understandings of human finitude and a correlative transformation of the techniques revolving around it. Pastoral power instantiates a specific way of framing institutionally the subject’s opening to the limits. The argument thus suggests how, and to what extent, this matrix of government still determines, albeit under a different guise, the current political phase, especially in as far as economic governmentality and its call to the indefinite self-enhancement of subjectivity are concerned. © The Author(s) 2023.Item Metadata only Status of pediatric oncology nurses to achieve global standards: the sample of Türkiye(Oğuz Karabay, 2023) 0000-0003-1999-9179; Yilmaz, Pınar; N/A; Semerci, Remziye; Faculty Member; School of Nursing; 216754Objective: This study’s purpose is to investigate the achievement of baseline standards for pediatric oncology nursing care in Türkiye. Materials and Methods: The research was carried out with nurse administrators in 41 pediatric oncology clinics between March and May 2022. Data were collected by an 'Information Form' and ‘Baseline Standards for Pediatric Oncology Nursing Care’. Results: Most of the clinics did not meet the first standard related to staffing based on patient acuity. It was found that 80.5% of the clinics that applied formalized education in pediatric oncology clinics, and they met the second standard related to formalized orientation. Most of the clinics (92.7%) had continuing education and training and they met the third standard. Most of the clinics (82.9%) met the fourth standard related to multidisciplinary teamwork. Nearly half of the clinics met the fifth and sixth standards. Conclusion: It was revealed that there are not many specialist nurses working in the clinics, that the nurse-to-patient ratio is relatively high, and nurses do not receive sufficient financial support for research. Institutions and societies must create strategies that specify pediatric oncology nurses to the achievement of baseline standards.Item Metadata only The effects of psychosocial interventions on the caregivers of pediatric oncology patients on psychological symptoms: a systematic review, Turkey sample(Ordu Üniversitesi, 2023) 0000-0003-1999-9179; Pehlivan, Tuğba; N/A; Semerci, Remziye; Faculty Member; School of Nursing; 216754Amaç: Bu çalışmada Türkiye’de pediatrik onkoloji hastalarının bakım verenlerine uygulanan psikososyal girişimlerin ruhsal semptomlara olan etkisini inceleyen araştırmaların incelenmesi hedeflenmiştir. However, few data are available on the perpetuation of FAP and ulcerative colitis (UC) in relation to microbial dysbiosis. This study evaluated the UC and genetically confirmed FAP patients’ gut microbial balance in concordance to clinical outcome. Fecal materials (average mass of 0.54 g) were collected from three FAP and five UC patients to compare with healthy individuals as control group. Genomic materials of microbiota were isolated for next generation sequencing of 16S rRNA that was performed by using QIAseq 16S/ITS panel in Illumina Miseq Platform. Data processing and bioinformatics analysis were performed via CLC Genomic Workbench bioinformatics tool. The comparison between FAP, UC and control group revealed an alteration in the intestinal microbial composition. More in details, relative abundance of class levels showed statistical significance differences among FAP, UC and control groups. Our preliminary data focused on the explanation of how dysbiosis can lead to inflammation and drive processes together with host genetic profile that leads to colorectal carcinogenesis. © 2023 The authors.Item Metadata only Spatio-temporal perception-distortion trade-off in learned video SR(IEEE Computer Society, 2023) 0000-0003-1465-8121; N/A; Department of Electrical and Electronics Engineering; N/A; Tekalp, Ahmet Murat; Rahimi, Nasrin; Faculty Member; PhD Student; Koç Üniversitesi İş Bankası Yapay Zeka Uygulama ve Araştırma Merkezi (KUIS AI)/ Koç University İş Bank Artificial Intelligence Center (KUIS AI); College of Engineering; Graduate School of Sciences and Engineering; 26207; N/APerception-distortion trade-off is well-understood for single-image super-resolution. However, its extension to video super-resolution (VSR) is not straightforward, since popular perceptual measures only evaluate naturalness of spatial textures and do not take naturalness of flow (temporal coherence) into account. To this effect, we propose a new measure of spatio-temporal perceptual video quality emphasizing naturalness of optical flow via the perceptual straightness hypothesis (PSH) for meaningful spatio-temporal perception-distortion trade-off. We also propose a new architecture for perceptual VSR (PSVR) to explicitly enforce naturalness of flow to achieve realistic spatio-temporal perception-distortion trade-off according to the proposed measures. Experimental results with PVSR support the hypothesis that a meaningful perception-distortion tradeoff for video should account for the naturalness of motion in addition to naturalness of texture. © 2023 IEEE.Item Metadata only A compendious review of majorization-based resource theories: quantum information and quantum thermodynamics(TUBITAK, 2023) 0000-0002-9134-3951; 0000-0002-9167-7273; Torun, Gökhan; Department of Physics; Department of Physics; Müstecaplıoğlu, Özgür Esat; Pusuluk, Onur; Faculty Member; Researcher; College of Sciences; College of Sciences; 1674; N/AThe field of quantum resource theory (QRT) has emerged as an invaluable framework for the examination of small and strongly correlated quantum systems, surpassing the boundaries imposed by traditional statistical treatments. The fundamental objective of general QRTs is to characterize these systems by precisely quantifying the level of control attainable to an experimenter. In this review article, we refrain from providing an exhaustive summary of the extensive literature on QRT. Rather, our focus centers on a specific subliterature founded upon the theory of majorization. The primary aim is to augment our comprehension of genuine quantum phenomena manifested across diverse technological applications and incite investigations into novel resource theories encompassing multiple types of resources. Consequently, we emphasize the underlying similarities shared by various resources, including bipartite quantum entanglement, quantum coherence, and superposition, alongside informational, thermal, and generalized nonequilibrium resources. © 2023 TUBITAK.
