Yet, this collaboration is undermined by the uncertainty over Turkey’s position vis-à-vis these policies and its undefined commitment to others, such as renewables and nuclear power; by doubts over the ability of the EU to balance security of supply, sustainability and competitiveness; and by the unclear growth trends of both regions. This situation is partially balanced by Turkey’s and the EU’s participation in several – sometimes successful – platforms for energy cooperation on the bilateral and multilateral levels (i.e. ENTSO-E, the European Network of Transmission System Operators for Electricity and MedTSO, the Association of the Mediterranean Transmission System Operators), which are aimed at the integration of the two polities’ energy markets. Nonetheless, the overall energy framework still needs a strong policy boost to set it on a common path towards convergence.Publication Open Access Global dynamics, domestic coalitions and a reactive state: major policy shifts in post-war Turkish economic development(Middle East Technical University, 2007) Şenses, Fikret; Department of International Relations; Öniş, Ziya; Faculty Member; Department of International Relations; College of Administrative Sciences and Economics; 7715The main objective of this study is to propose an analytical framework to explain the major policy shifts that has characterized post-war Turkish economic development; divided into four phases, starting respectively in 1950, 1960, 1980, and 2001. Its main contribution is to incorporate external and internal factors into this framework within a broadly political economy perspective, attaching particular significance to the role of economic crises in moving from one phase to the other. While the role of external agents is identified as the main factor behind policy shifts, the role of domestic coalitions in support of policy regime in each phase is also recognized. Drawing attention to the role of state in the impressive recent growth of countries such as China, India, and Ireland, the paper argues that there is still room for the state taking on a developmental role. The paper recommends that Turkey follows a similar path by improving state capacity not only with respect to its regulatory role but also in more developmental spheres, encompassing its redistributive and transformative role on the basis of a domestically-determined industrialization strategy.Publication Open Access Survey research on ethnic and migrant minorities: methodological evaluation of studies in Turkey(Pamukkale Üniversitesi, 2022) Ağalday, Burak; Department of International Relations; Alışık, Sedef Turper; Karşıyaka, Birce Altıok; Faculty Member; Department of International Relations; College of Administrative Sciences and Economics; Graduate School of Social Sciences and Humanities; 128176; N/A; N/AThe number of studies on ethnic and immigrant minorities in Turkey has increased in the last decade due to an increased human mobility in the region and migrant intake next to its existing ethnic diversity. Among these studies, a growing number of them are observed to utilize quantitative methods. However, the ability of these studies to substitute a basis of effective policies to be developed for those minority groups depends on appropriate application and reporting of methodological choices made during the data collection stage. Therefore, current study examines the methodological aspects of the survey studies conducted with ethnic and immigrant minorities in Turkey between 2000-2019. Our findings on data collection processes and the generalizability of findings reveal that most studies fail to define their target groups and to provide detailed information on the sampling procedures and that there often is a discrepancy between the naming of the sampling method and its application. Moreover, generalizability claims of a substantive number of studies should be cautiously evaluated as they do not utilize representative samples. Current study also presents recommendations for researchers facing similar shortcomings and limitations while conducting survey research on ethnic and immigrant minorities. / Türkiye’nin etnik çeşitliliği, yakın coğrafyasındaki insan haraketliliği ve göç alan konumu ile Türkiye’deki etnik ve göçmen azınlıklar üzerine yapılan çalışmalar son on yılda artış göstermiştir. Bu çalışmalar arasında nicel yöntemlere başvuran çalışmaların yaygınlaştığı da gözlenmektedir. Ancak bu çalışmaların ilgili gruplara yönelik etkin politikaların geliştirilmesine dayanak oluşturabilmeleri veri toplama aşamasında kullandıkları yöntemlerin doğru uygulanmasına ve yöntemsel seçimlerin etraflıca raporlanmasına bağlıdır. Bu sebeple bu makale 2000-2019 yılları arasında etnik ve göçmen azınlıklar üzerine anket yöntemi ile yapılan çalışmaları yöntembilimsel ilkeler bağlamında incelemektedir. Veri toplama süreçleri ve sonuçların genellenebilirliği üzerine yapılan incelemede bahse konu çalışmaların azımsanamayacak oranda çalışmanın hedef kitlesini tanımlamadığı, örnekleme yönteminin uygulamasına dair bilgi paylaşmadığı ve/ya örnekleme yöntemiyle uygulama arasında uyuşmazlık olduğu tespit edilmiştir. Ayrıca, birçok çalışmanın örnekleminin temsiliyet yeterliliğine sahip olmadığı ve sonuçlarının genellenebilirliğine şüpheyle yaklaşılması gerektiği görülmüştür. With those attributes, experimental methods have been increasingly employed in the field of migration studies. The current study briefly introduces different experimental methods and discusses their use in migration studies by drawing on an extensive literature review. / Sosyal bilimlerde deneysel yöntemlerin kullanımı araştırmacılara diğer niceliksel ve niteliksel araştırma yöntemleriyle yanıtlanması mümkün olmayan soruları yanıtlama ve incelenen nedensellik ilişkilerini bağlı oldukları diğer faktörlerden yalıtarak inceleme fırsatı sunmaktadır. Bu yönleriyle deneysel yöntemler göç çalışmaları alanında da giderek artan bir oranda kullanılmaya başlanmıştır. It identifies the identity representations developed by both sides in response to key selected political and cultural drivers of these periods by subjecting the writings of prominent Ottoman bureaucrats and intellectuals in the first period as well as newspaper articles and editorials in Europe and Turkey in both periods to Critical Discourse Analysis (CDA). Identity representations are then discussed in relation to the pre-identified focal issues in the relationship; namely nationalism, status in international society, civilisation and state-citizen relations. The paper finds that there is no linear pattern to identity representations that are constantly contested in both the Turkish and European contexts. Certain positive and negative events trigger identity representations in novel ways, feeding into a set of relations which can be identified by conflict, convergence or cooperation.Publication Open Access Misinformation on refugees: surveying the consequences, perpetuators and workable solutions(İstanbul Bilgi Üniversitesi, 2022) Department of International Relations; Alışık, Sedef Turper; Faculty Member; Department of International Relations; College of Administrative Sciences and Economics; 128176; N/AThis article explores the relationship between misinformation and refugee integration and discusses the challenges and opportunities for fighting misinformation about immigrants in the Turkish context. To this end, we utilize in-depth interviews conducted between October 2021-January 2022 with Turkish citizens and migration experts working in the academia, non-governmental organizations and migration units of state and local government agencies. Our findings demonstrate that the prevalence of misinformation pre-senting immigrants as threats foster negative attitudes toward refugees and reinforce separationist and assimilationist acculturation orientations among the refugee community. Our expert interviews point to the lack of political will to fight misinformation about immigrants and suggest that resilience building, rather than misinformation correction can be a viable strategy that non-governmental organizations can adopt to combat misinformation. / Bu çalışma mülteci Mezenformasyon ile mülteci entegrasyonu arasındaki ilişkiyi irdelemekte ve Mezenformasyon ile mücadelede karşılaşılan güçlükleri ve çözüm önerilerini tartışmaktadır. Bu amaçla, çalışmada Ekim 2021 ve Ocak 2022 tarihleri arasında Türkiye Cumhuriyeti vatandaşları ve akademi, sivil toplum kuruluşları ve yerel ve merkezi yönetimlere bağlı göç birimlerinde görev yapan göç uzmanlarıyla yürütülen derinlemesine mülakatlardan faydalanılmıştır. Çalışmamızın bulguları göçmenler hakkındaki yaygın mezen-formasyonun ev sahibi topluluğun mültecilere karşı tutumlarını ve mültecilerin kültürlenme tercihlerini etkilediğini göstermektedir. Göç uzmanlarıyla yapılan görüşmeler mezenformasyonla mücadelede siyasal iradenin eksikliğine dikkat çekmekte ve sivil toplum ku-ruluşlarının bilgi düzensizliğiyle mücadelenin yanlış bilgiyi çürütmek yerine yanlış bilgiye karşı dayanıklılığı güçlendirme çalışmalarına odaklanmasının daha etkin bir strateji olacağına işaret etmektedir.Publication Open Access Energy and climate security priorities and challenges in the changing global energy order(FEUTURE: The Future of EU-Turkey Relations, 2017) Martínez-García, Enrique; Soytaş, Mehmet Ali; Department of International Relations; Yılmaz, Şuhnaz Özbağcı; Faculty Member; Department of International Relations; College of Administrative Sciences and Economics; 46805Global energy markets are facing an era of extensive change through a radical process of transformation known as the “energy transition”, which ranges from the unprecedented growth of renewables and the success of the Paris Agreement to the still unpredictable future of gas and oil prices. Europe and Turkey are heavily influenced by these phenomena, and so are their relations. A more climate-friendly position by Turkey would increase chances for cooperation with the EU – still the de facto global climate leader. A greater role for gas would boost the EU and Turkey’s need for diversification, and thus possibly for cooperation. Turkey’s significant focus on coal could, however, move the country instead closer to the anti-climate stance opened up by President Donald Trump’s exit from the Paris Agreement, thus leading to a conflict scenario with the EU. The energy transition could provide a robust framework for the EU’s and Turkey’s future energy and climate relations, and one that might possibly be open to a new role for platforms such as the G20. However, its final impact will be a result of the evolution of its individual components, and the choices that the EU and Turkey will make in regard to these.
