Historical trajectory of eavesdropping: cultural techniques, sound technologies and acoustic control

Abstract

Recently, practices of eavesdropping have been discussed worldwide, yet it has not been sufficiently addressed in social scientific literature. This paper focuses on the emergence of eavesdropping and acoustic control practices and their historical trajectories in modern Turkey. Through concrete historical instances and narratives, it analyzes eavesdropping in the intersection of modes of listening, surveillance and control, modern sound technologies, cultural techniques, architectural designs, forensic practices and intelligence activities. Rather than discussing the post-digital modes of acoustic control, it addresses the historical, cultural, conceptual, governmental, technological and forensic layers of the complex network of power relations that generates this apparatus.

Gizli dinleme pratikleri, son dönemlerde ulusal ve uluslararası gündemi oldukça meşgul etmiş olsa da sosyal bilimsel tartışmalar içerisinde pek ilgi görmemiştir. Bu çalışma, gizli dinleme ve işitsel denetim pratiklerinin gelişimine ve modern Türkiye’deki tarihsel seyrine odaklanacaktır. Gizli dinleme pratiklerini somut örnekler ve anlatılar üzerinden, dinleme teknikleri, gözetim ve denetim yöntemleri, modern ses teknolojileri, kültürel teknikler, mimari tasarımlar, adli pratikler ve istihbarat faaliyetleri gibi alanların kesişiminde ele alacaktır. Çalışma, gizli dinlemenin dijitalleşme sonrası biçimlerine odaklanmak yerine işitsel denetim düzeneğini tarihselleştirerek bu düzeneği oluşturan karmaşık güç ilişkileri ağının kültürel, kavramsal, yönetimsel, teknolojik ve adli katmanlarını tartışacaktır.
