    Thalamic neuronal activity correlated with essential tremor

    Animal studies suggest that an olivocerebello-bulbospinal pathway mediates harmaline induced tremor, which resembles essential tremor in humans. However, recent evidence suggests that thalamocortical pathways participate in essential tremor. Thalamic single neuron activity has been analysed during thalamotomy for essential tremor. It has been shown by spectral cross correlation analysis that thalamic activity has a significant, linear relation to forearm EMG activity during tremor. The presence of this tremor related activity at the site where a lesion abolishes essential tremor suggests that the thalamus has an important role in the mechanism of essential tremor.

    Line spectral frequency representation of subbands for speech recognition

    In this paper, a new set of speech feature parameters is constructed from subband analysis based Line Spectral Frequencies (LSFs). The speech signal is divided into several subbands and the resulting subsignals are represented by LSFs. The performance of the new speech feature parameters, SUBLSFs, is compared with the widely used Mel Scale Cepstral Coefficients (MELCEPs). SUBLSFs are observed to be more robust than the MELCEPs in the presence of car noise. © 1995.

    Political-ideological constraints on intra-basin cooperation on transboundary waters

    This article offers a different perspective to the well known problems of water scarcity in the Middle East. It is argued that there are strong linkages between prevailing national ideologies and intra-regional water disputes. Domestic political necessities and commitments often limit foreign policy choices open to countries with regard to the settlement of water disputes. This tends to exacerbate existing conflict. Reasons given include ideologically intertwined issues related to national security, including food security and national independence in conjunction with a deep socio-cultural commitment to a prospering agricultural sector. Any proposed solution to Middle East water disputes needs to take ideological-political factors into account in addition to the physical, social, cultural and economic aspects.

    Providing Istanbul with drinking water: the politics of water security in a rapidly growing metropolis

    Istanbul has persistently experienced rapid population growth in recent years. Procurement of sufficient quantities of high quality water to the city has become a major concern for the national and local authorities. Initially, the central government was the major actor in dealing with water problems, but more recently the role of the local government has been claiming increasing significance. Interagency rivalries flourish, but the urgency of the need has served to depoliticize the problem and bring its engineering and managerial aspects to the fore. Istanbul's experience suggests that strong local institutional capabilities are important in meeting urban needs. Meeting water demand can be ameliorated by adopting policies that are cognizant of existing socioeconomic trends.

    Persistence in international inflation rates

    We test for fractional dynamics in inflation rates based on the consumer price index (CPI) for 27 countries and inflation rates based on the wholesale price index (WPI) for 22 countries, The fractional differencing parameter is estimated using semiparametric and approximate maximum likelihood methods. Significant evidence of fractional dynamics with long-memory features is found in both CPI- and WPI-based inflation rates for industrial as well as developing countries. Implications of the findings are considered, and sources of long memory are hypothesized.

    The usefulness of heuristic N(E)RLS algorithms for combining forecasts

    There exists theoretical and empirical evidence on the efficiency and robustness of Non-negativity Restricted Least Squares combinations of forecasts. However, the computational complexity of the method hinders its widespread use in practice. We examine various optimizing and heuristic computational algorithms for estimating NRLS combination models and provide certain CPU-time reducing implementations. We empirically compare the combination weights identified by the alternative algorithms and their computational demands based on a total of more than 66,000 models estimated to combine the forecasts of 37 firm-specific accounting earnings series. The ex ante prediction accuracies of combined forecasts from the optimizing versus heuristic algorithms are compared. The effects of fit sample size, model specification, multicollinearity, correlations of forecast errors, and series and forecast variances on the relative accuracy of the optimizing versus heuristic algorithms are analysed. The results reveal that, in general, the computationally simple heuristic algorithms perform as well as the optimizing algorithms. No generalizable conclusions could be reached, however, about which algorithm should be used based on series and forecast characteristics. (C) 1997 John Wiley & Sons, Ltd.
